Professional elections 2022

Professional elections in the public service will take place on 8 December 2022 (1-8 December for electronic voting). These elections are aimed at the general renewal of all employee representative bodies.


SOCIAL DIALOGUE BODIES CONCERNED BY RENEWAL

Local authorities

  • The Social Committee of Establishment Administration (CSAE): vote at the ballot box, December 8

The CSAE is the only social dialogue body established by the law on the transformation of the civil service voted in August 2019 resulting from the merger between the former technical committee (CTE) and the health, safety and working conditions committee (CHSCT)

  • The Joint Consultative Committee of Non-Tenured Agents (CCPANT or CCP): vote at the ballot box on 8 December


Other local municipal authority

  • The Joint Establishment Committee (CPE): vote at the ballot box on 8 December. The elections are organized by AMU and the polling station located at the IMPGT. For the elections relating to this commission, which concern only the incumbent BIATSS agents, it is advisable to refer to the electoral decree of the President of AMU (see below) and to the site of the professional elections created by AMU: electionsprofessionnelles.univ-amu.fr/fr

Note on ballot box voting:  This is an exclusive ballot box. Therefore, postal voting is excluded.

Ministerial, academic or national bodies


  • The Social Administrative Committee of the Ministry of Higher Education (CSAMESR): electronic voting between 1and 8 December.

Body replacing the technical committee of the Ministry of Higher Education (CTMESR). Like the CSAE, it is the result of the merger between the former CTEMESR and the health, safety and working conditions committee (CHSCT):

  • The Joint Academic and National Administrative Commissions(CAPA and CAPN): electronic voting between 1and 8 December.

PACs have a role refocused on individual decisions unfavourable to agents;

MAIN DATES TO REMEMBER

The detailed timetable is annexed to the orders issued by the Director for these two bodies.

  • Deadline for applications: Thursday 27 October 2022 at 5 p.m.
  • Posting of voters lists: Monday, November 7, 2022
  • Deadline for voters to verify voters’ lists: Wednesday, November 15, 2022
  • Deadline for complaints against voter registrations and commissions: Monday, November 21, 2022
  • Election date: Thursday 8 December 2022

Common orders of the CSAE and the CCP

The ballot for the CSAE is a list vote. Candidate trade union organisations must submit a candidate list of candidates accompanied by an individual nomination for each candidate on the list. The profession of faith is optional.

In accordance with Article L. 211-4 of the Civil Service Code, the lists of candidates submitted by trade unions representing public officials in professional elections are composed of a number of women and men corresponding to the share of women and men represented in the body concerned. This representativeness is calculated on the basis of the number of women and the respective shares of women and men, both assessed on1 January 2022 (table below). For the calculation of these numbers, account is taken of all established and trainee civil servants, contract staff under public and private law and staff with manual status carrying out their tasks within the IEP.

(b) The Joint Consultative Committee of Non-Established Staff (CCPANT or CCP)

The vote for the CCP is an acronym vote. SOs submit an application without a list of candidates. Voters are called to vote for a trade union organization without knowledge of the representatives who will then be appointed.

CPEA forum meeting in restricted formation on matters of an individual nature of interest to established staff. It is no longer responsible for mobility and promotion. Its competences are refocused on the examination of unfavourable individual decisions (refusal of part-time work, refusal of establishment, revision of the minutes of the professional interview appeal on EPI, …..)professional elections.
